Commissioner Pam Carroll served our community since moving to Winter Springs in 1992. Pam’s dedication to our city can be seen through her efforts with the City’s Senior Center, the Winter Springs Festival of Arts, Take Stock in Children, the Parks and Recreation Advisory Committee, the GROWS Literacy Council, and Tuscawilla’s HOA, just to name a few. Her dedication went beyond her duties of any board or committee. Pam cared deeply and paid close attention to anyone who brought a concern her way. Pam’s legacy will live on through her two children, young adults whom she mentored, Winter Springs Festival of Arts, the publication Tuscawilla Today, and the residents of Winter Springs. The City will forever be thankful for all of her contributions. Below is a quote which Pam most certainly lived by.

Pam Carroll 1951-2018
Bob Osborne has been a volunteer at the Winter Springs Senior Center since 2012. He has served as Vice President and Treasurer of the Senior Association Board. During his time on the board, he helped improve operations by developing a more modernized accounting system, as well as a master operating guide for the Senior Association. He also helps out as a Bingo caller, keeps the soda machine stocked up and is always willing to lend a hand wherever needed.
He also serves on the City of Winter Springs Parks and Recreation Advisory Committee. He was elected to this position in 2014 after a nomination by former Deputy Mayor/Commissioner Pam Carroll.
